VISION 2040: THE SOLAR OASIS

Arizona is not made; it is in the making.

The Year is 2040.

For decades, we settled in a desert only to build another desert on top of it—asphalt parking lots, unshaded streets, and sprawling concrete. We fought the environment instead of living with it.

But in the mid-2020s, we changed course. We decided that urbanism in Arizona shouldn't just mean "building a city." It should mean Building an Oasis.

The Morning Walk

Imagine waking up in a Phoenix that has stopped sprawling outward and started growing upward.

You walk out of your apartment—a unit you own because we replaced the exclusionary zoning that banned starter homes. The air is cleaner. The streets are cooler. The massive heat-island parking lots are gone.

In their place, thanks to the Universal Building Exemption, developers were finally incentivized to build shaded parks, vertical gardens, and mixed-use villages. We stopped taxing improvements, so people finally started making them. The vacant lot that sat empty for twenty years on your block is now a worker-owned grocery store.

The Sun Corridor Economy

You have a meeting in Tucson, but you don't drive. You walk five minutes to the station and board the Sun Corridor Express.

We finally built the high-speed rail link connecting the "Megaregion" of Phoenix and Tucson. We paid for it not by raising income taxes, but by capturing the land value uplift along the route.

As you ride, you pass the "Solar Belt"—miles of state-owned solar infrastructure covering our canals. We are no longer just surviving the heat; we are exporting it. Arizona has become the energy battery for the West, selling power to California to fund our schools.

The Ownership Society

When you get to work, you don't clock in for a faceless monopoly. You work for a firm where you own shares.

  • The Talent Magnet: Because of the Better Wages Tax Credit, your company could afford to hire the best talent from California and Texas.

  • The Camel Pack: Because of Portable Benefits, you aren't terrified of losing your health insurance. Your "Arizona Care" water pack travels with you. You are free to take risks, start a business, or care for your family without asking a boss for permission.

The Teacher Next Door

On your way home, you wave to your neighbor, Mr. Weaver. He’s a math teacher at the local middle school.

In 2025, teachers like him had to commute an hour because they couldn't afford to live in the district they served. But today, thanks to the Teacher Housing Credits and the abundance of new homes, he lives five minutes from his classroom. He isn't selling candles to fund his supplies anymore; the Sovereign Wealth Fund covers that.

The Safe Harbor

You pass a "Safe Harbor" center. It’s quiet. There are no tent cities on the sidewalk anymore.

We didn't solve homelessness with handcuffs. We solved it with Housing First. We stopped treating poverty as a crime and started treating it as an inefficiency. By giving people a safe place to sleep and a deposit guarantee, we repaired our human capital. The person who was sleeping in their car in 2024 is now the engineer designing the water systems of 2040.

The Arizona Dividend

In October, a notification hits your phone. A deposit has hit your account. It’s your share of the Arizona Citizens’ Wealth Fund.

Instead of letting foreign corporations drain our aquifers for free, we taxed the extraction. We invested that wealth into a sovereign fund that pays the Birthright Account of every child born this year. Poverty is no longer a life sentence in Arizona; it is a temporary problem with a structural solution.

How We Got Here

We didn't get here by waiting for Washington to save us. We didn't get here by "managing the decline."

We got here because we realized that Arizona is not finished. We stopped playing a rigged game of Monopoly. We decided to fund the builders, not the speculators. We decided to Renew Arizona.
